Pretty much, grounded figures do not block line of sight to soaring figures.
Oh and soaring figures cannot draw line of sight to grounded figures.

So in your example, Hawkeye is not blocking Hawkeye when he is trying to target a soaring Black Adam.

Visible Dials and Pushing Damage need to be optional. This is the way.
I've got another question about elevation: Do figures on different elevation levels count as adjacent or not?
Say you have, oh I don't know, Nick Fury on the edge of a rooftop, with a SHIELD Agent on the ground in an adjacent square. Do those figs count as adjacent? Could the Agent use the SHIELD TA to boost Nicks Damage? Could Nick Mastermind damage to the agent? And so on...
