You get a Supersenses Roll. But you dont get an Impervious roll.
Reasons
SUPER SENSES. [RED] (optional) When this character is successfully hit by an attack, you may roll one six-sided die. On a result of 5 or 6, this character evades the attack.
1. Characters use Super Senses after the successful attack roll, but before attackers roll for damage
IMPERVIOUS. [BROWN] (optional) When this character is dealt damage, you may roll one six-sided die. On a result of 5 or 6, the damage dealt is reduced to 0; on a result of 1-4, the damage dealt is reduced by 2.

If I target an impervious figure with incapacitate or psychic blast do they get the roll for a miss?
Well, yes and no. Impervious does not make an attack miss. Instead, the roll determines by how much the the damage is reduced (either by 2, or to 0). However, the power activates anytime damage is dealt by the attack itself.
Psychic Blast does not ignore damage reducing powers as per the Glossary definition of ignore. Rather, the damage from a PB cannot be reduced by any means. So, if an Imp character was hit by a PB attack, the power would still activate and try to reduce the damage. However, the PB power says that the damage cannot be reduced, so the target takes the full brunt of the attack. So, while it doesn't actually ignore damage reducing powers, the end result is the same.
Anyway, this is a very long and roundabout way of saying: Yes you can roll the die for both PB and Incap, but a 'successful' roll will have no effect, the attack still hits.

Nearly all the above answers are dead-on, as usual. I just wanted to point out this particular answer to avoid what might be an error.
Push damage caused by Incapacitate can not be reduced by Impervious or any other means except Willpower. However, any other damage caused by Incapacitate (whether it be from a critical hit or enhancement/S.H.I.E.L.D.) can be reduced.
An of course, push "damage" isn't technically even damage (according to the Rulebook (p12) and its Glossary (p29) even though the PAC for WP mentions "pushing damage" (see the Glossary entry for "pushing damage")) so it can't be reduced. Only actual damage can be reduced.
