In a time when the world needs heroes, six heroes have united as a team to protect the Earth from threats too great for others to handle. From their Watchtower on the moon, this band of adventurers watch and wait for the time when they will be needed; when the world will need the Justice League of America.
“So this is what Monitor Duty’s like, huh?” Green Arrow said, rubbing his eyes after having stared at the huge screens for what seemed like hours. “Do you realize how many people I could have helped in the time I sat here watching…life pass me by?”
“You are helping people,” the Atom answered, as he continued to operate on some Watchtower machinery. “If we don’t sit here and watch what’s going on, how are we gonna know when people need help?”
“I’ve always managed it before. It never seemed that difficult.” Green Arrow brought up another screen and started playing solitaire. The Atom continued working for a few minutes, and then the Green Arrow noticed something.
“Hey, what’s that? On screen 42, it looks like people are running away from something.”
“Rotate the camera,” Atom said, dropping his tools and moving to the monitor. Green Arrow rotated to see a large humanoid creature, on an overpass, smashing things as civilians tried to get away.
“Whoa, Ugly! What is that?” Green Arrow asked.
“Is that…Bigfoot?” The Atom replied, studying the screen the creature appeared on.
“Looks like Bigfoot’s angry. And very powerful. I’m calling GL.” Green Arrow activated his JLA communicator, and called the Green Lantern. “We’ve got a situation. A really big hairy thing is breaking up an overpass.”
“What’s he look like?” Hal asked.
“Uh, he’s big and hairy,” Green Arrow began, but by then the Martian Manhunter had walked into the room.
“It is the Shaggy Man,” He said simply.
“The Shaggy Man?” Green Lantern asked. “Oh, great. Green Arrow, you and Atom get there right now. Aquaman and I are on our way.”
Hope you don’t mind, Lightshear, I’m using you as a guinea pig for a few new ideas. The map is “Heroix 1” on Creation Matrix. The Shaggy Man is represented by Unique Hellboy (you all may be seeing a lot more of Indy in this campaign), and is at N-23 (that’s poor placement, I know, but it couldn’t be helped. We’ll throw in an E Criminal at D-23 just for fun. Heroes set up opposite the villains.
Now, Bystanders. For simplicity’s sake, all Bystanders have the stats 6/6/14/0. There are bystanders at L-20, M-17, I-19, I-13, K-13, K-7, and M-7. Here’s how that’s gonna work. The Shaggy Man’s main goal is to KO the bystanders. He will only hit a Leaguer if the hero is adjacent to him, or if the Leaguer fired at him and he is within charging range (the Shaggy Man isn’t that bright, as far as I understand. Since the Shaggy Man is thus handicapped, he will be given a +2 defensive bonus if he is even beside a bystander. He is considered to have picked up the bystander, and it is thus obstructing your shot (he’s still a big target, though). The Shaggy Man doesn’t capture bystanders, he only KO’s them. If a bystander gets KO’d, the villain gets 10 points. The bystander is not dead yet, though. Any Justice Leaguer can pick up the bystander (like picking up an object), and can carry it off the board. They can also pass it to another adjacent Leaguer to quicken the process. After the bystander is off the board, a die is rolled. If the result is higher than the number of turns it took to get the bystander off the board, the bystander is still alive. If not, then the villain gets 15 more points. The heroes can also carry non-KO’d bystanders off the board. They carry them like a flying character would carry a grounded character (though the hero doesn’t have to be a flying character).
At the end of the game (15 turns), the villain’s points are compared to the heroes’ (10 points for every bystander not KO’d). If the heroes have more, the get the TXP for any KO’s they made (of the Shaggy Man and/or the Criminal), and also three TAP for every bystander still standing. If the villain has more points, the heroes do not get this bonus even if they KO’d the Shaggy Man or the Criminal.
Alright, guys, this is untested. I have no idea if it’s gonna work; let’s hope so. Have fun.
Question: If I can pick up bystanders like picking up objects, can I move, pick up a bystander, and keep moving on the same turn (up to my max move, naturally)?
And to clarify: Each round, Shaggy will focus on taking out bystanders. (Does he make an attack roll to do so?) He will not attack me unless I am either adjacent or within charging range. I can rescue bystanders by grabbing them a'la a heavy object and take them to the edge of the board. I can take shots at the Shaggy man, but at the end of 15 rounds, if my points for rescued bystanders don't beat his points for KO'd bystanders, I don't get any TAP for the battle?

You only pick up KO'd bystanders like objects. The ones that are still living you pick up like taxiing someone (you have to start the turn beside them).

Yes. And he'll only charge on a character that's already shot at him.

Right. You have to protect the bystanders AND defeat the Shaggy Man, not one or the other.
I want to apologize to Agent_X for giving you so little that you can actually do. It may be an interesting scenario idea, but it basically relegates you to just rolling the die.
Speaking of which, I forgot to mention that Shag gets initiative on this one, but I guess you guys can roll initiative to decide who places which objects.
Wait, one more quick question - if I drop both Shaggy and the Criminal before 15 rounds are up, do the remaining conscious bystanders count toward my point total? And can I still try to capture Shag if he's the last enemy on the board?
Yes, and yes. And I suppose just going up and attacking Shags could be a good strategy. You can capture him, but remember the rules on damage-reducing powers regarding that.
Seeing the carnage across the highway, cars strewn about like childrens' toys, Aquaman knew that fast action would be the only way to save the lives of the panic-stricken civilians.
"Quickly, make for the beast! We have to bring him down and hard!" called out Aquaman to his companions. Dashing out headlong, he tore a car door from a downed vehicle and charged into the fracas.
"Come on, Lantern - let's see what mischef we can get into!" said Green Arrow with a smirk.

**And Shaggy Man isn't quite a totally unintelligible lummox, but he is around savage-hulk levels as I recall.
Shaggy Man narrows his eyes and focues them on one of the many cowering innocents that have been scattered about the bridge thus far. He bides his time though toying with the man first.
Criminal loads his gun and prepares to dive into the action next round
