If a PW'er is grounded at the edge of a building & does a PW, are figures back from the edge affected by the PW?

I know the ones on the edge are, right? Does the PW'er need LOS(i.e., not counting Stealth & such, but the whole "Cannot pass through more than 1 square of elevated terrain" thing...)?
