since when do the splash victims get the hindering bonus.
EE says to compare the attack roll to the defensive stat on their dial. granted, the target gets the HT bonus, but the adjacent figures...hmm, i could be wrong...i have been before. i just dont see it in the PAC where it says they do get the bonus, only to compare the attack roll to their defensive stat...

Good point I forgot about that. If they get that they should get hindering the terrain bonus.
ENERGY EXPLOSION (optional): Give this character a ranged combat action. This character’s damage value becomes 1 for this attack. If the attack is successful, compare the attack roll to the defense value of any characters adjacent to the target to determine if they are also hit. All characters successfully hit are dealt damage from the attack.
So, the answer to the first question is most definitely NO. Psylockeslover can't win 'em all.
You get the ES/D bonus on all victims because Energy Explosion is a ranged combat attack.

You don't get the hindering terrain bonus on splash because you don't draw lines of fire to those characters.
