No, Flurry is a close combat action that allows you to make 2 close combat attacks. EW is a close combat action, not an attack, and can not be used together with Flurry.

Yes, it is basically there to give you options. You can make two separate attacks against a couple of soft targets, or you can do a single attack against an Impervious figure. That kind of stuff.
