If I am soaring is it only ranged attacks that are cut in half or are thinks like outwit cut in half too?
Also if I am playing against nimrod and he running shot and pulse wave in the same turn? And since he has a ten range it is cut to 5 but if i am soaring is it cut to 3?

Attacks and ranged effects (like OW, Plex, PC) from non-soaring characters have their range reduced by half when targeting soaring figs.

Pulse Wave is a Ranged Combat Action. Since Running Shot lets you move and then perform just that, a Ranged Combat Action, Nimrod can definitely move using Running Shot and then do a Pulse Wave.

Yes, if one of Nimrod's targets is soaring and he uses Pulse Wave, his half-range of 5 would be halved again to try to hit the soaring character, leaving him only 3rng (2.5 rounded up) as you said.

i played a game against someone and he kept asking why cant that be allowed if ground people can

You are correct. Figures cannot attack from soaring (minus Mimic with Leap/Climb can make a Close Combat attack). But as an exception a soaring figure may attack a Giant figure from soaring.
