1. It says on the Dark Phoenix rules that you may continue pushing her but shed be dealy pushing damage each turn(not word for word of course from the instructions). Now where shes a Power Cosmic,wouldnt she not take damage?
2. Also would that mean that you CAN continue pushing Chrome Surfer and Nova??

The rules on Dark Phoenix are much like a Sentinel--as a figure, you can continually push it, incurring a click of damage for each push. However, due to her power, Dark Phoenix can ignore pushing damage.

Since they are regular, single-base figures, the LE Silver Surfer and Nova cannot continually push, so 1 in every 3 rounds, they have to be rested.

Nova and Silver Surfer basically gain Willpower from the Power Cosmic ability. They cannot continually push like Dark Phoenix or Galactus, but they can take actions in two consecutive turns without taking damage. Like Askani'son said, they have to rest every third turn.
