My friend is insisting that if he has a character that can attack more than one target and you choose energy exposion on one target, can you still do youre base damage to another target?
His exact question is:
say i use energy explosion, but i can attack two charactors.
can i do three damage to one charactor in one attack and then use energy explosion on a different one?
Any help on the matter will be appreciated. Thanks.

No. Energy Explosion is a Ranged Attack Action. Since you can only give a figure one non-free action per turn, that Ranged Attack Action is the *only* Attack Action that figure can make. Since the figure can choose two targets, Energy Explosion may be used on both targets, or a normal Ranged Attack Action (for base damage) can be made on the two targets. Not both.
