this might have been probably asked or a similar situation could have surfaced
please let me know if there's an oficial ruling about the following situation:
There's this player who purposedly underbuilds his force... (i.e. on 400 pts matches he lines up only a 340 army) so he waits in hidding so the opposing player must go and try to lure his figures out of hidding(to avoid loosing because of army total's difference)...most of the time resulting on a death trap to said player(you cannot move the army completely)
so to make it short : Is there any ruling against underbuilding your force? is there a minimun point requiremen per team build?

If he is underbuilding to that extent, why isn't he getting trounced for it. You need to attack, attack, attack! 60 points is a Vet Deathstroke or R Moonstar. I've seen debates over whether a force should come in at 297 with R Destiny or 300 with E Destiny.
Anyway, enough talk with why y'all should destroy his way underbuilt force. Here's HOW to do it.
He builds under and turtles...say 350 in a 400 match.
You deply your 400 point force to also destroy an attacking force. Go ahead and turtle. I mean set up lines of fire, medic by a TKer, Outwitters ready to move up from cover. Make sure your force has a bystander pog...let's Franklin Richards for 2 points.
Sit there and do nothing. When low time warning is given push Franklin to death. Now that there is a KO, you will get 398 VPs, your opponent will get 352 VPs.
Turtles are fun to deal with, they usually will give you plenty of time to set up all your figs for a big hit. Once you hurt theam they relize they need to attack to get some points by then its all over. If the guy turtles all time everyone at your venue build teams to crush him after awhile he should see the light.
There is plenty you could do to take him out. A few pulse wavers would do the trick very nice. Or set up some TK mid board out of his range and send in HSS figs in to hit then run back to safety. Then have some cheap long range figs that can sit around your TK so that when he does come out you can just pick him off.
Try using
E black adam or KC Flash
Northstar w armor piercing
Johny Alphas or Blink
Bullseye, Havok
Or a low cost spiderman with pounce

You know what might be more fun, the first time you do this to him? Set up like clixer11 said, and then move Franklin out to his side to be killed... letting the other player bring about his own demise. (You still have the option to push him to death if you want.)
"You killed Franklin! We must extract revenge by... sitting on our side of the board until time runs out!"
Warning: Turtling against a turtler, even to win, isn't going to be a very fun game (although whether it's more or less fun than simply losing to a turtler is open for debate, I suppose).

I could not agree more with this statement. However, the look oh helplessness that will dawn on his face as he (maybe) realizes his turtle has to deploy to attack "Omaha Beach" would be priceless.
