Need Help Tracking Down Elevated-to-Grounded LOS Rule
The judge at one of my venues got the idea in his head that a figure on elevated terrain can see any figure on grounded terrain from any point on the roof they're standing on. Now I know this isn't right, but for the life of me I can't seem to track down where it clarifies this in the rules. I'd appreciate a nudge in the right direction very much.
Here this may help. From the Universe starter rules:

An attacker on elevated terrain can make a ranged combat attack targeting a grounded character as long as the only blocking terrain the line of fire crosses is part of the square the attacker occupies. Line of fire from a grounded attacker is not blocked by grounded characters. Grounded blocking terrain blocks line of fire from a grounded attacker. A grounded character can make a ranged combat attack targeting an elevated character if the only blocking terrain the line of fire crosses is in the square the target occupies. Grounded blocking terrain blocks line of fire from a grounded attacker. Do not apply the hindering terrain modifier to attacks made by grounded attackers against elevated targets, unless the terrain occupies the same square as the target.
Characters that are in adjacent squares but at different elevations cannot make close combat attacks against each other, but may target each other with
ranged combat attacks.
