What exactly are the rules of soaring?
I've heard that soaring figures can't attack grounded figures and vice-versa,
I've heard that soaring figures get half range against grounded figures and vice-versa,
I've heard that grounded figures get minus 1 on range toward soaring figures (the extra one range for going up)
I've heard that soaring figures have full range against other soaring figures,
I've heard that soaring figures have half range against other soaring figures,
I've heard that soaring figures cannot attack other soaring figures,
I've heard that soaring figures are equal in hight to rooftops.
Please help.

Soaring may not attack grounded or hovering, grounded or hovering can make a ranged attack against soaring. (Unless you have a leap/climber, who can attack close combat, regardless of elevation.

Soaring are higher than everything on the battlefield. (Including airplanes, helicopters, and your occasional confused goose.

All of these questions are answered in the Universe Rule Book. Specifcally, the section on Soaring. I don't mean to sound belittling or sarcastic, but there is not understanding rules and then there is not bothering to read.
Here's the exact text from the rule book (page 15):
Soaring: A soaring character is flying high above the battlefield. To show that a character is soaring, move the flight indicator on its clear center post to its highest position, as shown in Figure 11. Soaring characters ignore the effects of all types of terrain, objects, and characters on movement. Soaring characters can affect only other soaring characters (This addresses your first, second, fourth, fifth, and sixth points). Soaring characters, on the other hand, may be attacked by hovering or ground-based characters that possess ranged attacks. Soaring characters have to break away only from other soaring characters.
Now, from page 18:
Soaring: Soaring characters may attack only other soaring characters. A soaring character may not make a ranged combat attack against a hovering or grounded character. (This also addresses your first, second, fourth, and fifth points) A hovering or grounded character can, however, make a ranged combat attack against a soaring character, as shown in Figure 14. Reduce the hovering or grounded attacker’s range by half. Soaring characters can be targeted by powers such as Perplex, Probability Control, and Outwit. (This addresses your third point and indirectly addresses your seventh. And by that, I mean that *if* Soaring was on the same level as elevated terrain, there shouldn't be a penalty to range.) Lines of fire drawn to soaring characters from grounded characters are not blocked by blocking terrain.
Thanks, I'm not sure where my rulebook is, and I'm not entirely sure where I can find them on the internet. I could probably have found them if I looked for them, but it was easier to just ask.
Also, does Outwit and stuff from grounded to soaring drop to 5 range or stay at 10, and does a soaring guy with outwit still get to use it?

No problem. As I said, I didn't mean to sound sarcastic, but it does seem a little fishy when the answers to questions are clearly spelled out in the basic rules. The wizkids site always has the most current rules/PACs/FAQs available for download as .pdf files. Just click on the "How to Play" link.

Outwit (or Perplex, or PC) has a range of 10. From the Universe Rules, we see that range from grounded characters to soaring characters is halved, so that would mean Batman can Outwit a soaring character up to 5 squares away.
And, yes, a soaring character can use Outwit. But as seen in the Universe Rules, they can only affect other soaring characters. Since Outwit targets a character, a soaring Outwitter can only Outwit other soaring figures.

This may also help. Some of the wording was on page 18 was cleaned up a bit in the General FAQ:
Replace the paragraph under Soaring, page 18, with: “Soaring characters may attack and affect only other soaring characters. A soaring character may not make a ranged combat attack against a non-soaring character. A non-soaring character can, however, make a ranged combat attack against a soaring character, as shown in Figure 14. Soaring characters can also be targeted by powers such as Perplex, Probability Control, and Outwit. Reduce the non-soaring character’s range by half when drawing lines of fire to a soaring character. Lines of fire
drawn to soaring characters from non-soaring characters are not blocked by non-soaring figures, elevated terrain, or blocking terrain, but are blocked by elevated blocking terrain.”
