Can hovering figures hiding behind a friendly figure be targeted for ranged attacks? Or does the intervening figure block LOS?

In terms of LOF, a hovering figure is no different than a non-flying figure. Figure bases will block LOF to a hovering figure.

A hovering character is a character with flight flying just above the ground (flight indicator in the bottom position). Line of Fire to them is just the same as if they were a non-flyer. Figures do block line of fire to them.

A soaring character (character that can fly, with the flight indicator in the top position) is up in the sky. Characters on the ground (whether non-flyers, or flyers in hover) do not block line of fire to them.
