Yes. The only requirement for Super Senses is a successful attack. So if I roll high enough to hit you with my Incapacitate attack, you get to roll your Super Senses.
Just as an additional note -- SS also works against splash damage from an EE attack.

No, it doesn't. EE says that the splash damage does not target anyone, so it's not an attack, it's just a happening. Super Senses dodges direct attacks, EE splash doesn't target, it's not a direct attack.

Yes it does work. The only thing required to activate SS is a successful attack. Splash is part of the attack, in either rules set. --

I just took out the relevant parts. EVERYONE is hit from the attack, so Super Senses are rolled, per Universe. Powers that evade, are called Super Senses, per Icons.

Incorrect. Anytime a figure with Super Senses is hit by an attack it triggers Super Senses. Since EE is an attack and it can hit a figure with Super Senses, they get to roll for Super Senses and try to dodge it.
Rule of Thumb: If you have to compare your Attack Roll to an opposing figures Defense Value and they have Super Senses, it triggers Super Senses.
Here is the entire section on EE from Icons. Exactly what is the last line you are referring to? All I see is it saying you DO get to roll.
