Personally I would put it on Exp. Vulture from FF and give him armor peircing for somebody with toughness. I don't think people wuold go after him first thing so another secondary attacker like bullseye can shoot the person. who are you going to play
any of the low cost, fast moving HSS pingers.... run by, hit for 2 and tack on a homing device.... makes all those pesky stealthed people go "oh ####."
I've said it before and I'll say it again- E Hypertime Flash all the way. Sure he won't be doing any damage (short of Perplex or ICWO), but he can hit, move out of the way of anyone who wants to shoot, and then Outwit anything he wants on the figure that thought it was safe from Outwit by hiding in Stealth. And he doesn't even use up one of your actions to do it.
I probably put it on a Charge or hypersonic guy to run up to them and hit them, then get the running shot guys and range attacks to take them out, no more hiding now batman.

I think it all comes down to the Outwit. R and E Quicksilver have that move-and-attack-without-using-an-action thing going on, but you'd have to use Oracle on the card to get Outwit. Even so that might not be a bad idea- R Quicksilver with AP, Swingline, and ICWO costs 82, exactly the same as E Flash, and sacrifices two points of upfront AV (which can be partially countered with ICWO) in exchange for better movement rate, and the ability to deal 1 point of damage even with a Homing Device attack. I think that's definitely a fair trade if you're looking for a cheap way to pull this trick off, and legal in tournaments post-Hypertime retirement.

You're forgetting the cost of actually having Oracle on your team as well though.

No, I just wasn't including it for the same reason I didn't include the cost of more than one agent- I don't know what the rest of the Flash or Quicksilver team would be. Flash's team might use Oracle on the card too, for all I know. I thought it was implied. To me, it usually makes sense to add her to the team too if you've got a good number of Agents- she brings too much utility not to if you can afford her.
