A non-transporter, grounded piece with the Passenger feat could be carried, but a piece with Passenger still wouldn't be able to carry a transporter.
What's interesting is that if say Hawkeye gets hit by Crosswinds, he could then conceivably be carried by Lockjaw or a piece with Passenger since he is no longer a Transporter (same goes for Black Knight or Moonstar).

Crosswinds states that anyone with the wing speed symbol gains earthbound, but does that effect flying transporters? They have the transporter wing symbol, which is different.
If I remember correctly, it was ruled that the flying transporters get Earthbound as well, unfortunately.
Correct. A flying tranpsporter gains the standard boot symbol, not the transporter boot. This means that Black Knight can't carry figures and can't use his transporter move and attack.
Also, and this may be news to some of you, he can't be carried either. Pre-Icons, there was no rule against double based figures from being carried; it just so happened that all double based figures were transporters and transporters couldn't be carried. However, with the release in Icons, double based figures are now included on the "no carry" list. From page 18, under "Carrying other characters":
Flying characters, double base characters, transporters, giant characters, and big
characters cannot be carried.

Yes, a figure equipped with the Passenger feat may be carried. If you refer to that line from the Icons rule book I quoted earlier, no mention is made of figures using feats. So, since the general rules do not provide a prohibition against feat users from being carried, we next refer to the Passenger description:
Choose a character.
When this character uses Leap/Climb or Phasing/Teleport, it may carry a single character. After this character resolves an action using Passenger, it takes 1 pushing damage that ignores Willpower and team abilities.
Again, nothing here about "no carrying". Since there is no general prohibition against carrying characters with feats, and no specific prohibition in the Passenger description, then I would have to say, "Yes, a character with the Passenger feat could be carried."

Yes, that was one of the more subtle changes in Icons.
Before then, I had great fun at FF sealed events yanking BK out of harms way with a handy Ghost Rider or Lockjaw once BK hit his Earthbound clicks...
