I read in a recent post that LE's are tourney legal as soon as they are on-hand. Since my friend recently received the new Phoenix, both he and I are wondering if this is true, whether it applies to her, and where such a ruling/statement can be found.

I believe it is in the Approved Play document, but if it's not, it's still true. As soon as you get an LE, no matter when the set is going to be released, the LE is legal for tourney play. The Jean Grey Phoenix is tourney legal now.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

The reason why I'm asking is my judge is going to question this, and I'd like to have something to back up in case I go through with this.

That's why I asked the question as well -- I have a game tomorrow night that's PERFECT for me to use mine (1000 points) and I want to make sure I'm 100% right in bringing her.
Ah, I checked the OTHER approved play document and it says in 5.9b:
Limited edition figures are tournament-legal as soon as they are “in hand.” Such figures, however, may
not use any ability, power, special equipment or game mechanic that is not supported by the existing
game rules. Such abilities, powers, special equipment, or game mechanics become tournament-legal only
when the rules supporting them are tournament-legal.
I'm assuming this doesn't include the special rules for Phoenix, as they're not tourney legal at any specific time.

Just play Phoenix just like any other Big Fig and you'll be good to go.

The rules don't specifically say she can, and the rules don't specifically say she can't.
I would assume that she can't until there is a final ruling. Although some judges, like Darth Sabre, are going to assume otherwise. It's pretty much dependant on who you're playing/who's judging at this point.

Dark Phoenix mentions capturing in her rules, but I haven't seen any rules for the Jean Grey Phoenix. Is the Wizards version's rules different from the convention version's?

Galactus is the only Big Fig with different rules though. As he also has the "Cosmic Multi-Attack" rather than the normal "Multi-Attack".
All the 'same size' big figs seem to fallow the same rules.

The inconsistencies on the ruling for Multi-attack have led me to believe that each big figure should be treated differently. On the Jean Grey Phoenix the power says something like "Give this character a power action. It may use two free actions against up to two targets per action." (the other big figs only get 1 target per action) I had thought that this rule would work retroactively for Sentinel and Sinestro, but they haven't FAQ'ed anything or even officially responded to it on the WK forums.
