Q010: Can a feat be assigned to a character that doesn’t meet the prerequisites? What about if the character might be able to meet the prerequisites at a later time (for example, can Atom be assigned Taunt since he has Perplex and could be able to Perplex up his range)?
A: No. A character must be able to meet the prerequisites for a feat when the force is constructed in order to be assigned that feat.
Is is also in the old FAQ's:

In order to be assigned a Feat card, the character(s) must meet the prerequisites at the time of force construction. If a figure cannot meet the prerequisites somewhere on its dial, then it cannot be assigned that Feat card.
It is also in the Icons rule book (page 29, under Feats):
In order for a character to use an assigned feat, any prerequisites for the feat must be printed on the character’s base or visible on its combat dial through the stat slot. If using a feat requires giving the character an action, then the prerequisites must be present on the combat dial at the time the player gives the character the action. Combat values cannot be modified to meet the prerequisites to use a feat. A character that already meets the prerequisites to use a feat may have its combat values modified as long as the modified combat values still meet the prerequisites to use the feat. A feat assigned to a character is in effect during an action unless the player who controls the character indicates at the beginning of the action that the feat is not being used. The feat resumes its effect
immediately following the completion of an action where it is not used.

v legacy batman does meet the pre-reqs (later in his dial on clix#6). soooo, since he meets the pre-req, can he have his damage perplexed down so that he can use pounce BEFORE his 6th clix?

No. See that first bolded sentence in the Icons passage I quoted. Combat values can not be modified to meet prerequisits.
He meets the prerequisites to have the card put on him, but like normalview said, you.......hmm, I don't know now. That bold part he put in there seems indicate that you could. I just woke up so maybe I'm missing something.

Yeah, but here's the part that confused me:
A character that already meets the prerequisites to use a feat may have its combat values modified as long as the modified combat values still meet the prerequisites to use the feat.

That bold part he put in there seems indicate that you could. I just woke up so maybe I'm missing something.
No, what that second bolded part is means that if there character already meets the prerequisits on the current click, you *can* modify the values as long as the modification does not cause the character to no longer meet the prerequisits.
For example, if you have a character like Moonknight with 1 damage on a L/C click and he has Pounce equipped he could be Perplexed up to 2 damage (still within the prerequisits or Pounce). A character that is already at 2 damage (most Spider-mans, Venom, Carnage, etc) could only have his damage Perplexed down to 1 (if you were wanting to hit an opponent on to a specific click, for example). Characters with 3 or more damage (Hulk, Batman, etc) can't use Pounce until they are on a 1 or 2 damage click.
