In addition, characters with the dolphin speed symbol may be placed in water terrain up to half their unmodified speed values from their starting areas.

Okay, the BFC says nothing about terrain features and whatnot, so I'm gonna assume that I need only count number of squares from deployment and need not worry about line-of-sight, blocking terrain, or etc.

Well, I don't own this map. Played on it twice though, I think, so this should be interesting.
1. Hobgoblin grabs Sandman and flies to P-11, where he lurks in the bushes. He drops Sandman in P-10.
2. Vulture grabs Electro and Swoops to M-19, where he perches upon the Turtle's nose. He sets Electro in L-20.
3. Doctor Octopus moves to O-16, and poses villainously atop the light object there.
The rest of the team s######s ominously to themselves.

Hmmmmm. Just a quick question regarding the map. The thick black lines of the balcony and the stairs don't count as blocking terrain? I was told they did at the last tournmament that featured this map, though I felt that made little sense because it was obviously a balcony with stairs descending into the map exhibit hall. I'm cool with them not being blocking terrain, but what do they count as then?

Those lines are in fact blocking terrain. But it's elevated blocking terrain, which means, just like any other elevated terrain, if you're on the edge of it, you can fire down or be fired upon.
As for the stairs themself, the thick black line does indicate blockterrain.
1. Electro hurls a bolt of lightning at the object Jonny Alpha is lurking behind, smashing it to rubble.
2. Kraven moves to I-11.
3. Doctor Octopus moves to G-14.
Everyone else either clears or poses menacingly.
