As long as they meet the requirements somewhere on their dial, yes.

Yes. You can put a feat any feat on a character as long as they meet the pre-req somewhere on their dial. And you can only use the feat on the clicks that they meet the pre-req. Ala no perplexing down to use pounce and the same goes for nanobots.

how about decrease the damage value using perplex? is it possible to use nanobots fc?
