No, but you must move (even a zero move). It could be part of a Charge (which is a Power action), but you can't just give a character a close combat action and suddenly have a light object to use with the attack (because there is no movement with a regular close combat action).
another question your opponent can use your rip it up feat also?
Not if they do not have it on their team, as well. Feats are not the same as BFC. You have to pay for the feats; even if you do not have to actually choose a character to assign the feat too, the cost of the feat is still coming out of your build total.
they're were other threads on this and the judges said that anyone can use the feat even if they didn't pay for it because of the wording?
Perhaps they meant "anyone on your force can use the feat"? It's not specifically assigned to one character, so anyone on your force who otherwise qualifies can use it.

Rip It Up is not specific to any one character, so theoretically, if all characters on your force had super strength, any character that was able to move would be given a light object (unless it already had an object in its possession). Most people I play overlook this.
Any fig on your team can use rip it up if they have SS. Your opponent cannot use your feats. This is why, when your fig is mind controlled, they can't use the feats you put on that fig.
