When a transporter just carries someone (without useing the move and attack option) It can use Any power it wants.
But when a transporter uses the (Move and attack) option (the mini-me HSS) it can only use powers that are either granted through a move action. Leap/Climb, HSS (for now), Steal Energy, Plasticity,and the transporter (but not the passenger) can use Prob. Control. And team abilities can also be used during the (Move and Attack) option. I think that's the complete list.
Of course 2 powers take place before the move and attack option, Earthbound, and Battle fury.
Of course there are many powers that take place either before or after the transporters (Move and attack). Such as Leadership, outwit, perplex, any Defensive power, Stealth, ect., ect.
A good rule of thumb is any power that is granted through a move action, and any power that takes place as the result of a close combat attack i.e. Steal Energy. However I believe that if you were to Steal Energy as the result of a move and attack you would heal after the action.

The transporter move and attack works exactly the same as Hypersonic option 1 except you can't start adjacent to an opposing fig and you subtract 2 from your attack value.

TRANSPORTERS
A transporter character has special movement and combat options. A transporter’s speed symbol is printed in reverse type on its base ( , , ). A transporter follows all the normal movement and combat rules for a character with its speed mode. Transporters may carry other characters (see “Carrying other characters,” p. 18.). Move and attack. Transporters have a special ability that allows them to move and attack in a single turn. To use the transporter ability, give a transporter a move action when it is not adjacent to an opposing character. The transporter may move through squares adjacent to opposing characters. During its movement, the transporter may make one close combat or ranged combat attack as a free action. The transporter must be in a square where it can legally end its movement in order to make the attack. Reduce the attack value by 2. The transporter can use the rest of its movement after making the attack.
does this mean I can attack before I put a target down?
(As opposed to RS, Charge, Or, HSS)
Well, yes and no. The reason I say it that way is because your 'opposed' list is incorrect. Here's how it should go:
Powers/abilities that grant a free 'something' after the movment (like Charge granting a free close combat action) can be influenced by the powers and TAs of carried characters. This is because, after the movment is over, the carried character is set back down on the map. So a Charging flying character carrying a PC character can benefit from the PC on its attack roll.
Meanwhile, powers/abilites that grant a free 'something during the movement (like HSS option 1) can not be influenced by the powers or TAs of carried characters. This is because the free something occurs during the movement while the carried character is still off the map. So V Supes can't benefit from the Hydra TA of the Hand Ninja he is toting along during HSS option 1.
So look at the wording to determine which is which. Current powers/abilities that fall into the first category would be Charge, Running Shot, and Pounce. Current powers and abilities that fall into the second category would be HSS option 1 and Transporter move-and-attack.
Again, If I use the transporter attack, can I do this:
1. Pick up an ally
2. Move
3. Attack
4. Move some more
5. Put the ally down
Well?
You not just can do it, you must do it that way. You can not place a carried character back on the board before your movement is over (short of intervention from special objects like Separation Field Generator, that is...).
