If a character with barrier has multiple targets, can they put up multiple barriers?

No. Lightbolts only indicate how many targets a hit with a ranged combat attack. Barrier is not a ranged combat attack.

Ah, thanks.... I got screwed by that then. I played a guy that used Vet Mr. Freeze to put up 2 barriers. Frustrated the hell out of me. I think I'll go punch him in the back of the head now.

From the Icons rule book (page 22, under 'Ranged Combat'):

Unless the attacker is a giant character or a big character, reduce by half the range of a non-flying character or a hovering character when drawing a line of fire to a soaring character. Lines of fire drawn to soaring characters from non-flying characters or hovering characters ignore hindering terrain and are blocked by giant characters, big characters, and elevated blocking terrain. A line of fire
drawn between two soaring characters, a soaring character and a giant character, or a soaring character and a big character is not affected by terrain, hovering characters, or nonflying characters.

So only if the Barrier is constructed on Elevated terrain. If it is on first floor, grounded terrain, no it will not block LOF to a soaring character.
