I want to build a Outsiders team. But I really don't understand the TA. could someone please Help me explain in English. Thanks

At the beginning of your turn, your Outsiders figure can pick any figure they have LoF to and are within 10 squares, and that figure cannot have his combat values modified by any power or team ability until the beginning of your next turn. Feats and BFCs still work though. In other words, any powers or abilities (like Perplex, RCE, ES/D, Hydra, SHIELD...) that modify a stat will not work. Replacement values (like BCF, Defenders, Alternate Fantastic Four TA) will work as normal. And the Outsiders ability cannot be copied by wildcards.
