Custom Heroclix League General Rules and Descriptions
Hello and welcome to this little project of mine. My basic idea for this League was to take elements of other role playing games I have seen and use what I thought were the best ideas from them to create a new method of heroclix RPG.
The biggest difference in this than any other heroclix RPG I have seen is that for the most part Experience is an arbitrary occurrence. There are many things that gain you experience every time you do them, like successful attacks, use of utility powers, etc. but there are also things that will gain you experience through different actions you might take.
The story for this RPG is simple. 5 heroes from a world where they have almost completely eliminated crime have been plucked from their world by and inter cosmic being that has no name. He has chosen them to go to other worlds, not nearly as well off as their own, and help stop the villains, and help the heroes where the need is warranted. As such each new chapter will take place in different universes and timelines.
Another major difference in this RPG is you are not leveling your character up Rookie-Experience-Veteran-LE. Characters will level up on a stat by stat basis. Extra combat values, new powers, extra clicks, multiple targets, all of these things can be purchased using stat points. Your base character will stay the same as point cost does not matter in this. There is no set need for the team to be exact point values as I can change the difficulty of chapters to go along with the increased abilities of the characters.
You will also have the ability to collect and use artifacts and weapons collected while on missions. You will not know when you might need an object that is presented to you but you are better off collecting and holding onto it in case it comes up at a later time.
At the beginning of every chapter your mission objectives and map will be laid out for you. After that it is suggested that you take time to talk out strategy. Sometimes there will be multiple objectives that can be done at the same time and it is in your best interest to work as a team to figure out the best way to complete your objectives. For the most part they will not be simple “KO everything in sight” missions so teamwork is important. Remember experience points are given based on actions, so that should be taken into account when deciding how to go about completing an objective.
Here is the rundown of how basic experience points are given:
Successful attack = 5 pts
Successful use of power = 3 pts (this requires some clarification. Points given for powers include the obvious, successful uses of Probability control, outwit, perplex, etc. But also will pertain to powers such as Energy/Shield Deflection. If an attack missed thanks to you having this power, exp will be given. Blades is another example of a power that you will get exp for if your Blades roll is higher than your base damage value. If it is equal or lower no points will be given. A full chart of powers and experience will be compiled soon.)
KO = 10 pts
As said before, this is not the only way experience is given. Fulfilling objectives, finding secrets or good use of tactics will also garner experience points. As you are progressing you will not know how many points different actions could earn you so as to not influence your decisions. Every choice you make is on you. If you miss something that I have put in place that would have given you 50 exp points, then it is simply missed.
After experience is given you will have the option of purchasing stats. However, experience will not be allowed to be used until after Chapter 1 has been completed so everyone can get a feel for the system with their initial character before additional stats will be added. Once the first chapter is completed I will reveal what experience can buy you.
The first step now is to create your characters. Characters have no minimum to point cost, but must not exceed more than 40 points initially. You may call your hero whatever you like, and they can be male or female, but I am going to require that as many different powers as possible be represented, this includes at least 1 flyer and 1 grounded character. Powers that 100% need to be represented are Barrier and Phasing. I am going to say no to double based characters, transporters and giants at this time as well, but that does not mean that things might change for your character down the line.
This is your first job to do as a team. Decide how your team format is together. You need to pick a team name, backstory, and decide how you are going to divide up the powers. Remember these scenarios can be anything so diversity would be a very good thing to have. The reason I am doing this instead of just giving you specific parameters is because as I have said, this will require you to work as a team. If you cannot work together well to come up with your characters then the odds of you working well as a team on the field are slim. Use this thread to discuss, or IM, E-mail whatever you need to do to figure out your team. If a majority of you do not think a person or persons fits the personalities of the others and will not work well with them then let me know and we can see try and find someone to replace them. This is 100% about having fun, not about winning, and not about individuals dominated the field. If you guys can all have a good time together then it will be a very fun experience for all.
This does not have any of the yellow/green powers so if you add them in, Subject 2 from your point total for Earthbound, Add 4 pts for Exploit Weakness, 1 for Combat Reflexes, and 2 for quake
Item rules
Any object on the board indicated to be an Item = Containing the symbol (I) next to it can be picked up. Unlike Light and heavy objects, Items have specific uses and cannot be used in correlation with Superstrength, and unless specifically indicated are not hindering terrain for movement or line of site.
Each character may carry on them 2 items at any given time unless they collect an item that increases their load, or they upgrade to higher carrying capacity.
Items may be picked up by either moving onto or adjacent to the square containing the object. Items are picked up as a free action.
Items may be given to teammate during a mission if the following criterion is met: The characters exchanging the Item are adjacent, and the character receiving the Item has 1 or no objects in their possession.
Items do not always have to be carried. The team has a storage unit currently capable of storing 20 items. Once an Item is collected it can either be held on a character’s person, or put into storage. Between missions characters can put Items into, and take them out of storage depending on what they think they will find useful during the specific mission.
Items may be dropped at any time during a mission unless otherwise indicated. If your character has two items but wants a third item more than one of the others, it may drop one of its current items and pick up the new one. This dropped item does not go into the inventory and once the chapter is completed it is gone. Other team members can pick up dropped Items.
There are 4 main types of Items. When collected you will be given a description of what type of item it is and what it does:
Immediate Items: These are items that when picked up must be used immediately and disappear at the end of use.
Continuous Items: These are items that when equipped stay on permanently until dropped, traded or put into the inventory. Ex. Body Armor
Perishable Items: These are Items that once used are permanently gone from your inventory. Ex. MedPACs
Short Term Items: These are Items that can be equipped and unequipped throughout the span of a mission. Once this item has been equipped for the first time it is locked into that mission. If a short-term item is picked up in a specific mission and never equipped during that mission it is saved for later use. Ex. Most Firearms

Yeah, if you're looking for some people to play, I'm interested. I am not a total idiot, in case you were thinking that, I guess my browser is just not giving me a drop down menu when I click on the powers button.
I don't know, we can put off the name, maybe 'till we have a couple more people to chime in on it, but we can get a little backstory going, name the planet and such and that might help get things going. But if you have suggestions for anything, go ahead.
