I couldn't find it anywhere in the rules saying whether or not a grounded figure can make a ranged attack against an adjacent enemy flyer while also based to an enemy NON-Flyer.
What is the ruling on this and where can it be found?
Also, can a soaring figure outwit a grounded figure? and for vice versa, does the grounded figure have to half his range to outwit a soaring character?
Small Rant:
Oh and I think soaring is and not being able to attack a grounded figure via half range is poop! As is regeneration not having a minimum of one healing, how does someone's healing stop working? ie ########.

If a grounded character is based by another grounded character, it cannot make a ranged attack, although it can make a close-combat attack against an adjacent flyer. I don't have a rulebook handy, so I can't give you a page number.

A soaring character can't affect a standard-sized non-soaring character at all, although it could affect a giant or colossal character. A grounded character is at half range to outwit a soaring character.

I agree with this part of your rant. I'm ok with the rest of it.

Marvel Heroclix Danger Room Rule Book, pg. 26, "RANGED COMBAT"
If the range value is greater than 0 and your character is not adjacent to an opposing character, then your character may make a ranged combat attack.
