The police scanner had been first to report it. But this was not a normal disturbance, or at least nothing the boys in blue could handle.
Batman arrived to the Gotham Harbor per his usual way, from the rooftops. From this vantage he could see everything he need to. Joker was at it again. Laughing like a madman, him and his men could be seen knee-deep in water. Whatever he had done, he had flooded the harbor area.
With keen eyes, Batman assesed the situation and did what he did best. He dove into the area, and took Joker's first goon out in one fail swoop.
"You're done Joker, give it up", Batman said grimly.
"Done? HA HA HA! You've no idea what I've done!," Joker yelled wildly. "I've got two underwater pumps, raising the water level and pumping in my patented Joker gas. In less than 3 hours, this whole city will be flooded, and once the water gets in the city's system, there will be nothing they can do to get rid of my poison!"
"You sick twisted.." Batman said
"Enough!" A figure rose from the water. "I can not allow you to poison the ocean OR disturb the natural balance" The figure joined the side of the Dark Knight.
"Batman, you never said you had any friends. I always pegged you as the dark brooding type. Well either way, I planned on you. If those pumps are turned off, they'll automatically dump all the poison strait into the ocean! HA HA HA! I win either way Bat-jerk."
"The King of Atlantis will not have this!"- Aquaman said as he pointed his trident towards the Joker.

Scenario: Batman And Aquaman start on the left side, Joker and squad on the right.
* Special Objects in R-22 and T-18 are the Water Pumps.
--- Batman might be able to change the wiring and put them in reverse. Be adjacent to a special object and make a standard attack roll against a Dv16 defense. If you hit, roll as if the object has Super Senses. If the attack still hits, pumps start working backwards and Joker's plot is foiled.
--- Aquaman might be able to call some valiant sea creatures to work their way inside the pumps and disable them from the inside. If Aquaman has no tokens, he may take a power action. This gives him a range of 6, and he can then put 2 L-Ron pogs anywhere within his range. Treat these Pogs as if they had the JLA TA and are fish creatures. If the fish creatures become adjacent to the object, on the following turn, can take a 0 move action and destroy the Water Pumps (also KOing themself). L-Ron pogs can not attack, but can be attacked by the enemy.
So am I playing Batman or Joker? I take it the villains only goal is to kill both heroes? When the pumps are shut off I see the villains can escape. How is that done?
Batman watched as Aquaman used the water to his advantage, shortening the distance between him and his enemies. Only the keenest of eyes could see the slighest hint of his form under water.
