V Mockingbird with pounce is based with an enemy Punisher. Can V Mockingbird use pounce to get the +1 to ATK and +1 to DMG but not roll for a breakaway?

"Give this character a power action; it moves up to its speed value and makes a close combat attack as a free action. After resolving this action, this character takes 1 pushing damage that ignores Willpower and team abilities."

Up to its speed value...does that mean I don't HAVE to move if I don't want to?

This is incorrect. From the Marvel Errata and Clarifications document:

Pounce
• If a character is adjacent to an opposing character, it must roll break away in order to Pounce.

Also, Mockingbird must declare her intent to Pounce before rolling breakaway. If breakaway fails, she will still take a click of push damage.
