V Black Lightening is a great figure. When he's been played its been with Stunning Blow, which just adds to his effectiveness. While pricey for 5 clicks of life, in bigger games he frequently flies under the radar until its too late.
He can push from ten squares away people while running around? Outsider's TA too, really? AND he can hear a potent amount of damage? I really don't know why everyone doesn't use him...
Terrible stats for 88 points. For 90 points you could dish out a lot of damage with E Hawkman, or be all over the map with CM Spider-Man. I'd never use this piece.
The sculpt is just plain awful compared to so many others with electrical/lightning powers.
Outsiders allows you to ignore o modifier to a combat value.
When dividing your movement value, Running Shot don't give a modifier, it's a replacement value.
This is a good point; I had to look it up. Running shot halves the speed value, which means it's a replacement value, not a modifer, and Outsiders only prevents a modifer, not a replacement value. Here's what I found from the 2012 Core Rulebook, which helps:
Modifiers:
Modifiers never set combat values to specific numbers or halves; they involve adding (+) or subtracting (-).
Replacement values:
When a character’s combat value is reduced by half or doubled, those are also replacement values. Replacement values set combat values to specific numbers, doubles, or halves; they never solely involve adding or subtracting. A replacement value becomes the character’s unmodified combat value.
There's still something to like here... Black Lightning's unusually long range and Willpower allows him to float at the fringes of the combat zone, taking shots of opportunity and Incapping/Outsidering threats. Outsiders is a TA whose stock has grown as modifiers are everywhere - you should always have a use for it, removing ES/D or CR bonuses being the most likely. BL does switch to a decent close combat strategy once injured, but has no way to avoid getting KOd from there. Basically, if he's using that Exploit Weakness, he's trying to score a cheap shot before getting knocked out. Work hard to keep him on that magic top click and at a safe distance of 10 spaces.

The one advantage Vet BL has over the Batman SR is a dual range of 10, the staggered 3 damage, a mid-dial run of Exploit Weakness, and end-dial Willpower. If you can't pull or purchase the SR, this is a budget-friendly and effective addition to your Outsiders theme.
