Pretty solid for the points; I've seen her do a surprising amount of damage in games both large and small (though more than likely this is due in large part to a statistical improbability that makes BCF 6 damage rolls gravitate towards her).
3 clicks of blades and 2 clicks of stealth with a range attack and starting 9AV for a mere 21 points, you could do a lot worse; even at a mere 4 click figure. She sure shows the old Hand Ninja and vampire lackey generics with BCF up a lot.
Good as she is, however, I would still hardly ever field her as the points would perhaps be better spent on 20-21 points worth of feats (that's 2 ICWO, 2 Armor Piercing or trick shot, 1 point under 2 protected and a nanoarmor...)
Accuracy suffers as Elektra shouldn't be this cheap and should not have any clicks without defense powers (super senses, combat reflexes, willpower); particularly her starting clicks. While she is a mercenary for hire and making her a cheap figure could be one way to reflect this, she is NOT a cheap flunky.
I was always fond of the old E Elektra... and this version packs more punch at the expense of a little extra lifespan. What really makes her shine is not the Stealth/BCF (heck, any Indy figures can do that, right Ashleigh?)... it's the 4 range that lets her make threats from the shadows. Combat Reflexes on her is as much about saving her from the indignity of KOing herself on a wall or falling off a roof as it is making her hard to hit. Just don't push her unless you mean it - she's got a short dial.
