I'm giving Comic Accuracy a 3 (neutral rating) because I know nothing about the character.
That being said...wow, did he ever get screwed. What I'd like to know, Wizkids, is - how do you forget to put a flight stand on a character? How? Aaagh! That Earthbound pisses me off so much when it literally does nothing but is there for three whole clicks, taunting me...but he who faces a person playing Charcoal laughs last.
You could do worse for the points. According to whoclix, he's put himself back together after his death, so where's his regeneration? I think he's a figure that, with a little perplexing, can go a long way; and at only 90 points you can afford the back-up.
If it weren't for the Earthbound/Flight incident, he'd probably get a lot more respect. But he DOES play well. The late dial Impervious can be a bane to an opponent. And his AV is relatively consistant. Give him a shot sometime, you'll like him more than you expected.
A 1/2 decent fig.
do I even have to mention how STUPID it is that hes never been errata'd to have the flight hes was built for?
That aside I enjoy the creative flair Seth has with figs like this, although clix that are screwed if they roll double 1's kinda bug the heck outta me.
Y'know, for most of these comments, I've merely been cutting and pasting excerpts from my Pojo.com reviews. But what I wrote in 2006 -- "Charcoal is a mediocre piece for tourney play, but he's a solid theme choice with some nasty late-dial surprises" -- simply hasn't been borne out, even with the correction to his flight issues. He's absolutely awful for competitive play and a poor theme choice. This is no way to spend 90 points.
God is smarter than we are....

He'll have trouble landing hits. When he does, with that end-dial spike, they won't be to painful. He's completely worthless offensively, but he could make one great MM fodder.
For 90 points, there are certainly better options. The *good* thing? Under the new 'no flight stand' regime, he's was waaaaayyyyy ahead of his time. Opening Defense is decent. Attack is OK, but should be higher for 90 points. Great opening Damage of 4, it's bittersweet though. You *could* pick up an object and throw it for 6-8 squares.......for 2-3 Damage, which is less than his printed 4 unfortunately. A lot of *potential*, but little *realization* on this figure. I guess Pym Particles might be a card worth playing on this figure? T-Bolt to Batman, and Pym Particle to Giant. Hide in a bush and throw things over top of opponents? Just tossing out ideas here. Sculpt is OK at best, and I know nothing of the character, so I gave a 3 for comic accuracy. Maybe try him on a 'Teen' theme team?
Trade to Canada. We're friendly, and we love Beavers..........
Advantages: Mid-dial BCF that can be used with Vampirism, and Earthbound that allows him to be taxied. Disadvantages: Weak AV and mid-/end-dial Impervious. Charcoal's AV can be remedied by T-Bolting him to the Sinister Syndicate TA, which V Taskmaster can then copy in order to lend his 11-12 AV.

v taskmaster can also thunderbolt so no need to wildcard, He has the keyword. I love the thunderbolts and just can't see a time I would even consider using this piece...
