can you incap the same opposite fig twice in one turn?
e.g. in my turn I use spider man to incap amazo placing one token on him, and in the same turn I shoot to incap amazo with batman, placing a second token on him.
is that legal?

Yes, it is legal. the only restriction on Incapacitate is that it does not leave a token on a target that already has 2 tokens.

Why wouldn't it be?

Now, if the first Incap attack by Spider-Man were to deal the second token on Amazo, the second Incap by Batman wouldn't have any effect on Amazo (you can still do an Incap, it just wouldn't do anything because it would already have two action tokens). But other than that, it would be just fine.

Especially with multiple characters with Incap and Willpower... definitely a great "lockdown" strategy...
