1. if i attack someone and roll snake eyes and after taking damage gain either outwitt or perplex can i use it that turn or do i have to wait until next turn?

2. if a push a character attack someone and then i take my pushing damage and gain outwitt or perplex can i use it or do i have to wait until next turn?

You're good to go as soon as it shows up, so long as it's your turn.

Provided, of course, you haven't already used it earlier in the turn.

IE: I have Outwit. I use Outwit on someone. I attack someone, crit miss, take a click, and lose Outwit. The guy standing next to me attacks using the Darkness Within feat and gives me another click of damage. I have Outwit on my next click. I can't use it as I've already used Outwit this turn, and Outwit says 'once per turn'.

Yeah you can use outwit and perplex before or after you move.
