I just started playing again recently after about 2 years. Way back when you weren't allowed to attack the other team on your first turn if they were still in their starting area. Say you go first and TK a guy out and use running shot to hit my guy in my starting area. I haven't received a turn yet, so I'm a sitting duck. He wacks my guy for 4 damage before I can even use him. I thought each player got a turn before the attack could begin. I dunno. Can't find it in the rulebook, but could have sworn that is the way we played. Maybe it was just a venue rule. Can anyone please clarify, and if I'm right where can I find it to show the judge at my venue. It really sucks because our store uses the smaller maps, so everyone is always in range. So the guy going second is already at a disadvantage before he even gets a turn. Thanks and God bless.

It's in the Heroclix Comprehensive Tournament Rules, page 4:
1.12 First-Turn Immunity
A character, which is still in its original starting position on the map, may not be attacked or damaged, except by friendly characters, until after each player has completed his or her first turn.
Thanks guys. It's a tough venue to play in. The same judge was ruling that charge can't be use with blades/claws or running shot with pulse wave. Those were cleared up after the fact, but it's hard being the new guy and questioning the rules. Thanks for the info. I'll print it out and bring it with me in the next tourney. Ya'll rock!!! God bless,
Troy
