The barrier used by a character with 'construct' inhibts movement to adjacent enemies. Does it also inhibit the enemy ability to target characters using a ranged attack?
I don't think Construct prevents a character from making an attack because it is adjacent to a barrier marker.
That brings up another question: Would the break away roll be considered part of another action (such as being TKd/carried by a Flier/Transporter), even though the character you roll break away for is not given one to do so?
Ex: My Mockingbird is adjacent to a Construct barrier, and I want to TK her using Aleta (not adjacent to barrier). If MB fails the roll, would I have to assign Aleta an action token for the failed roll and subsequent failed TK attempt, since MB can't be moved? Could Aleta take a different action if the break away fails on a TK attempt?
A barrier with Construct is still a barrier and all the standard rules apply. The only thing Construct adds is that characters must roll break away when attempting to move or being moved away from the barrier.

Barrier is blocking terrain so the Construct only affects movement to opposing figs in the same way as blocking terrain. Construct's ability only comes into play when attempting to move or be moved away from the barrier.

Only if the LOF would pass through the barrier.

Yep. You give Aleta the action for the TK before rolling the break away (you didn't know you were going to have to roll break away until the action was given).

Since she's already been given the action to TK, she could TK a different character but that would be her only other option. Much like attacking a Skrull or fig with Shape Change that makes the roll... the action has already been given so if you can apply it to a different target, you may still take the action. Otherwise the fig simply gets the action token.
