Can Fig A declare a running shot, declare Fig B the target, then move half his movement adjacent to Fig B and complete the shot?

Yes, as long as Fig A is a flyer.

Or if Fig B is a flyer.

Basically, if the figure would be able to make a ranged combat attack normally (as in, if there was no running shot) from that adjacent position, there's nothing stopping them from doing it during a Running Shot.

You can also pick up an object during running shot. I like doing this with characters like rookie Icons Superman rs pick up object base enemy and if they pose a big enough threat push to smack em with a dumpster.

You can also throw said object if you want ie. Warbird could grab the computer and throw it, doing 3 damage at an 11attack.
