I know that you cannot put a feat like say nanobots on someone who has 3 damage minimum all the way down the dial because they don't qualify. But assuming they have a dmg of 2 somewhere on the dial they qualify for the feat. So would they be able to perplex down there dmg and then use nanobots when there dmg is 3. The only rule I can seem to find against this is in the general faq on page 7 and is pretty clear that a character must qualify when it is constructed, but says nothing about later modification allowing it to qualify.
No! Like he said you can never alter a value to use a feat. If the character has a 2 damage on the dial somewhere you can use the feat only when it is on the 2 dmg clix
