A buddy of mine says that the Defend power can be chained like the JSA TA, which I understand, but in a recent game he claimed that characters that were adjacent to the character that was adjacent to the Defender were under the protection of Defend even though the characters that were adjacent to the Defender did not have the Defend power. I did not think this was legal. Can anyone confirm or deny this?

If Jakeem has Defend and Cap has Defend, then Jakeem can share that DV with Cap (and anyone else adjacent to Jakeem) and then Cap can share his new, replaced DV with anyone adajcent to him (Cap).
Chaining combat values works just fine, assuming the proper conditions are met.

Let me clarify a bit. Nobody but Jakeem (D) has Defend.

If Sue with her 19 defense and FF ATA shared a 19 with Shadow Lass becuase of her legion TA, then Shadow Lass could share that 19 with Defenders that were next to her with her Defend, and THEY could share the 19 with Defenders next to them becasue of the TA. A chain like that can happen, but Defend itself only shares with the characters immediatly adjacent.

If Cap doesn't have Defend, then Cap is the only one that can share DV... unless you canged the TAs, as Tarnish mentioned).
But if you're asking about "daisy-chaining" DVs, they could all share the same DV if any of them were attacked if they ALL had JSA or Defender TA (one or the other, not both).

-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
I think the reason for your friend's misunderstanding is the entry for Defend in the Heroclix General Errata & Clarifications document (page 4, in case you want to look it up):

• Defend may work with more than two characters, as outlined below:

“A” has Defend; its defense is 18. “B” has Defend; its defense is 17. “C” does not have Defend; its defense is
15. “A” can share its defense with “B,” making “B’s” defense 18. “B” can share its defense, now 18, with “C,”
making “C’s” defense 18 as well.
If you just skim through the text and miss the fact that both A and B have Defend, it might seem like Defend does "extend" beyond simple adjacency. However, this is not the case: To share defense, you need to be adjacent to a figure with Defend (or a similar TA...)
It's an easy mistake to make though: One of the veteran players at my venue thought it worked this way as well until I pointed out he was wrong.
