I was playing a envoy-less game during WWE and someone wanted to target a Skrull.
I have always ruled that the targeting of the figure activates the TA (and SS power when applicable).
My opponent said at WWE the Judge ruled the action declaration activated the TA / power.
The situation is this:
I say:
Silver Surfer wants to target a Skrull. The Power Action to use Running Shot activates and Surfer moves down the field 5 spaces. He targets a Skrull. The Skrull rolls his TA and makes it. Surfer must target another figure instead but the move part of his action is over.
He said:
Silver Surfer wants to target a Skrull. The Power Action to use Running Shot activates. The intended Skrull target rolls his TA and makes it. Surfer then targets another Skrull. He makes it to. Surfer finally targets a Blackhawk. He moves 5 spaces into range and attacks the Blackhawk.
So who is right?
Visible Dials and Pushing Damage need to be optional. This is the way.

I'd say you were right. However, I've never been anywhere near WWE...
Did you get the name of the Envoy who made this ruling BTW?
Per the Marvel E&C, though it uses Charge as an example, the timing is clear: move first, then roll the TA when the attack occurs. Here's the entry:
Even though “the attack must choose another target or take a different action with that character,” the character cannot take back any portion of the action (such as the movement in a Charge power action) made before the attack action.
There wouldn't be anything to take back if the initial action triggered the TA.
As an interesting side note, you MUST make an attack if there any available target, even if that target is an object, a wall, or blocking terrain.

This is even true if you Charge in with an object and end up next to a wall. Too bad, there goes that object you were holding.
I'd even go so far as to say that since the current ruling is that you can roll for a critical hit against one of these thing (), you would be forced to attempt a roll on something, risking a critical miss.
So the Surfer sees the target change right in front of his eyes that makes no sense when he started his attack he seen a Skrull that changed by the time he got to him to make his attack then has to attack a piece of hindering oh I thought I was attacking that supposed Skrull but oh well Ill blow up the wall instead...
I guess that we are assuming that the Skrull has someone to look like but without bystanders who's he gonna change into the pavement...

I see it as more of the idea that the Surfer thinks he sees an enemy over in the distance, so he flies over to shoot him (preparing an attack... or whatever he does). By the time he gets in range where he can see the person clearly, he sees that what he thought he saw as an enemy was ACTUALLY a friend of his.
"..... weird, I thought..... eh, must have been seeing things. Well, I better blow off this extra energy before it hurts someone accidentally."
.....or for those that don't use "stored up energy", you can think of it the same way as the first part, but by the time he is in range and see that the target is actually a friendly character, he is in the middle of firing a shot, so he redirects it before it flies at his friend. Does that work for you (in this example)?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
And yes, I've got to agree... Shape Change/Skrull/Danger Girl doesn't make as much sense as that if you aren't moving to attack...... but they had to give them SOME benefit. Pretend like they were looking away then thought they saw an enemy out of the corner of their eye or something, but then noticed it was a friend

Well the Surfer could feel a Skrull at a mall during a Christmas shopping spree but I understand what your saying...
