Do any of his actual powers described on the card have that limitation?
That's your answer right there; the biography is just fluff to give players an idea of who exactly they are playing with, in case they didn't already know.

I don't think he can use two superpowers at the same time.
He may have several on the same click (like Flurry and Impervious, or Flurry and Psy-Blast), but he isn't very likely to use both at the same time, is he?
Really no. But just for fun in comics flurry and charge are not really a power anyone can do that has powers. He does that ing the comics. His flight is from the legion ring so that frees him up to use a power like super stength or physic blast on his attack and hss on his speed. So when he is on the offensive he can use those power. Toughness, super sense, & imperviouse he can use when he is on the defensive hence he is using one power at a time. Just if they ask. Think of him switch between your turn & your opponents turn. If they are looking for the comic feels.

The above posters are correct. The only "conflict" is when he's holding an object with Super Strength and gets attacked, triggering his Impervious. Ultra Boy in the comics would not be able to use his strength and imperviousness together like that. No such limitation on his Heroclix, though.

Then, after he's shrugged of the attack and the object is coming back down, he switches back to Ultra-Strength and snatches the falling object out of the air!

Even though it's reasonable enough, I really hate that rationalization. If he has the presence of mind and awareness to do all that, he'd just, y'know, not get hit at all.
Me, I'll get around it like this: he just won't grab an object until he actually Charges. No conflict.
