yes it can.you can enhance but NOT perplex.thats how it works
Not exactly. You cannot use any powers that will boost the damage of an Energy Explosion attack. EE deals damage equal to the number of targets hit. Nothing more, nothing less, unless you critically hit.

To your credit... it USED to work that way.
I think it was changed in Icons, although it may have been DR..... but either way, it no longer deals 1 damage... it deals damage for each of the number of characters it hits (eg 2 or 3 targets).
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

I think it changed with Icons as I started playing around the time Armor Wars came out. It was already set to the number of targets when I started up.

see thats crazy cause enhancement says at any time during your turn you can enhance.so i think it still works.i myself enchance ee all the time i'll have to ask my judge again because i'm playing in COG tonight, and i think i might pull a us agent and crossbones.

You cannot enhance ee, nor can you perplex it or oracle it.

Ignore the hindering terrain modifier resulting from characters adjacent to the target when determining if the attack succeeds against additional characters. Each character successfully hit is dealt damage equal to the number of times it was hit by this attack (characters adjacent to multiple targets can be hit more than once by this attack). A critical hit with this attack automatically hits the target(s) and any characters adjacent to the target(s), and deals 1 additional damage to all characters hit. Powers that allow a character to evade attacks are rolled only once after this character’s ranged combat action resolves. If a character evades, it evades all hits by this attack. This power cannot be used to target blocking terrain or objects.
The bolded portions explain how it's damage works. Those are the only ways to have ee do more than 1 damage. The bit about a character being dealt damage equal to the number of times it is hit applies if a fig is hit by the splash on each of a double shot ee attack.
