So does Ulimates Captian America have CCE on clicks 3-5 or not?
There was no Eratta for him specifically...however one of the first new items is ..."if a character has a Power on his dail BUT NOT on the card, he doesn't have the power". And he has yet to get his dail up on the Figure Gallery to verify yay or nay! So which is it? He really sucks with a 1 damage score!

Actually the official ruling is that they do have the power even if it is not listed on the card. This also applies to US Agent's missing damage powers.

I just checked the latest errata and I saw nothing about that. I would say the opposite, unless it is corrected, what is on the dial is what he has

The dial is ongoing in a game, if the character has the power on the dial he has it in the game. If we relied on the cards, what click are you on RIGHT NOW

Yep. And the Errata/FAQ specifically says that if the power is on the dial but not the card, assume the dial is right unless an Errata says otherwise.
