Even using a Running Shot, if I were using single target Pulse Wave vs. a figure with Stealth in hindering terrain, since Pulse Wave allows me to ignore powers, TA's, and Feats I can target the figure in Stealth (even though I could not "see" them before the attack). The figure will get +1 to DV for being in hindering though. PW does not ignore that. Also, if the figure you are targeting is holding a desk, they would still get +2 to Dv as PW dow not ignore that either. Hope this helps.

He means the wording has changed and you can definitely RS and PW.

since I still cant find a definate answer, I am asking again
say if my opponents team was completley in stealth, could I just run up and Pulse Wave everyone...

do I still need to at least be able to target 1 person and then effect everyone else in stealth ???

The power is used in the order the directions appear on the card.
1. Declare a ranged combat action/PW.
2. At this point, all powers/TAs/etc are ignored.
3. NOW draw lines of fire. As long as you have at least one opposing character in range, you're good to go.
Okay, you should probably make sure something will be in range BEFORE you declare you're going to use the power, but you get the point. This is exactly the order of things on the PAC. Nothing is targeted by the power because targets never have to be declared. Everything gets ignored when you declare the use of PW, and becomes fair game.

As has been stated, you CAN use PW against a figure in stealth...

You ignore the stealth before drawing LOFs
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
Are you asking whether you can make a Pulse Wave attack or not?
If you are a flyer with Pulse Wave and your movement after the move portion of running shot places you surrounded by people in Stealth then yes, go boom! The fact that you cannot draw a normal line of fire is meaningless for Pulse Wave
If your running shot would your non-flying character in base contact with any non-flyers then no because you cannot take a ranged action or attack if you are not a flyer and your targets are not
Since Pulse Wave follows its own rules rather than a normal ranged action (like PB) follow the rules for that power when determining whether or not you can make that action
