Either I missed the change, can't find the right rulling or my brain cells are rapidly burning out. Can someone enlighten me?
Can a non-flying figure, that is based by two opposing figures, one of which is non-flyer and the other flying, make a ranged attack against the adjacent flying figure?
I thought that the rule was no as it was based by another non-flying figure. Was this never true or has it been changed or is this correct?

If your fig is based by 2 or more opposing figs you can NOT range attack any of them. I am sure someone will pop in and give page and verbage out of the rule book.
From the lastest FAQ:
"Q: I am confused about when a character can make a ranged attack. How do figures that are adjacent to me affect if I can make a ranged attack?
A: There are 2 rules to remember for ranged attacks. So long as both conditions are met, you can make the ranged attack:
1. All characters can make ranged attacks unless they are a non-flier and they are adjacent to an opposing non-flier character.
2. All characters (fliers and non-fliers) can make ranged attacks against any opposing figure within their range unless they are based by an opposing figure. If they are based like this, then the only characters they can target are ones that are adjacent to them."
I assume that you meant "non-flyer" when you mentioned that your character was grounded (grounded is only an elevation, a flying character that is hovering and not on elevated terrain is grounded).
So, since your non-flier character is adjacent to at least one opposing non-flier character, you cannot make a ranged attack. However, if your non-flier character was adjacent only to opposing flier characters, you could make a ranged attack.

The number of figures has nothing to do with it.
If a non-flying character ('grounded' is an elevation, not a character type) is adjacent to an opposing character, you need to check for one simple thing (and one simple thing only) to determine if that non-flying character can attempt to make a ranged combat attack. That simple thing?
Is the opposing character also a non-flying character?
If the answer is 'yes', then it doesn't matter how many other opposing characters are surrounding your character and whether they are flying figures or not; that one non-flying character will prevent your non-flying character from making any and all ranged combat attacks.
If the answer is 'no', and your character is only surrounded by flying character(s), then he can shoot away to his heart's content (assuming LOF can be drawn).
