I have a friend who said he thought he looked it up on the internet and saw that if you don't have a token on, say, Silver Surfer, and he just wants to stay there on his next turn and not move does he still have to be given an action token as having done something or could he just say pass and that is alright?

Actions are optional, you don't have to assign any actions to your figures in your turn if you don't want to.

he could just say clear or he could take another action token if he wanted to for pushing onto a "better" click.

Assuming he shut off Power Cosmic, otherwise he just gets another token

But you NEVER have to take an action (and now, the standard exception: you were successfully hit with a Taunt)
