Looking at the Maps, the roof tops on which the battle is fought are surrounded by streets into which you can fall. Fine so far. And figures that fall are place next to the stairwells on the roof, after taking damage. Also fine.
BUT - surely, a non flying, non leaping, non phasing character CAN'T just walk off the roof, and onto another roof ? Anymore than you can intentionaly have a character fall off a roof, or jump off the roof without LJC, in a normal game ?
...and if they can, what's the game-rule justification for that one ???
I'm going to have to explain this one this afternoon, so
1. Have I understood the map ?
2. Can ordinary characters just walk across the open spaces ?
and, 3. Why ?

I just received my maps today, Friday. I had this same question. I do not believe that the figs can just walk in mid air. People that pull boosters that have Fliers and leap climb are good. Otherwise hello HERALDS!!
We played a game on the map today and if you do not have:
Flying
L/C
Phasing
(I may have missed a few real early in the morning here)
you are screwed.
Another question:
If a flier is carrying someone and they go into open air, does the carried figure:
Drop
Get placed in an adjacent square, but still carried
I think (although deeply unintuitive in terms of the rules of the game) my initial theory (standard characters are stuck on a roof), may have to be replaced by "standard characters can walk on air, if moving, but can't if standing still", or something like that.
As the final game this pm is SO crucial (it's a heck of a prize, after all) I'd rather not get into the oh yes he can / oh no he can't style argument with Senior Players / 10 year olds / people who want a Galactus badly enough to ... (fill in the blank)
Could a Rules Arbiter or Judge with more brains than me (not hard) give me a definitive ruling ? I'll be forced to go to the WK site in a minute !!! (grin)

but I can say something about the rules I wil like to character who can't fly (or are not leaping characters or phasing etc) NEED of flyers for move to the buildings. For me that will be very comic acurate, only for that.
Logicaly, if the roof tops are not officialy elevated terrain, and the air space is officialy "ordinary" terrain, unless you finish an action on it, then, no matter how illogical it is, all characters can just walk across the space between the rooftops.
This does not bode well for my sanity this afternoon ...

The way I understood is the figure only 'falls' if they stop off of a roof ledge. This would mean that they could move across the open space between two buildings as long as they end their movement on one building or another. This could represent the action-movie stereotype of leaping from one rooftop to the other.

That's correct, and that is the rules justification which was sought before.

Not exactly.
The Open Air terrain activates at the end of ANY action. Say you pull Quicksilver. He is a non-flyer with HSS.
If QS uses HSS option 1, he can zip over and make an attack while he's is Open Air. That attack is the result of a free action. At the end of that free action the open air will cause him to fall. He will be dealt his damage and be placed on the stairs. The power action he was given, however, is not yet complete. After falling, if he has movement (and HSS) left, he may continue.
mostly i picture it (obvious exceptions apply) that the heros in the game can jump the gaps without too much trouble, hell jackie chan can do it why not johnny woo
