here is a stupid question about crosswinds. If crosswinds is in play can lockjaw still carry friendly character's? Flier's also.
Since Lockjaw (and other non-flying transporters) is not affected by Crosswinds, he can still carry as normal. Any flier, however, gains Earthbound and is no longer a flier. Since the only thing that allowed them to carry figures was the fact that they were a flier, they can no longer carry figures.

He still wouldn't gain the ability to carry flying characters. However, since any character with the wing symbol would gain Earthbound, they wouldn't be flying any more... so he could carry characters who would normally be flying, yes.

The only exception would be figures that for some other reason cannot be carried, such as double base figures - Lockjaw can't carry Black Knight even when Crosswinds is in play. It would be possible to carry Dragon Man though, as the Earthbound from Crosswinds would also make him a normal sized figure...

It may not make sense, but it is in accordance with the rules. Earthbound has two effects. It replaces whatever speed symbol the figure has with the standard boot. It also replaces the giant symbol with the starburst.
In this case then while Dragon Man gains Earthbound because of the flying aspect, it still affects the giant aspect.
