If I successfully hit a Double-Base Character, does the splash damage effect EVERY adjacent space, or just the spaces adjacent to the one I targeted?

"The target" is the double-based character, not the single square of it to which you drew LoF. All characters adjacent to the target (character) are eligible to be affected.
