Ok I will go with this ruling concerning Absorbing Man, you can make individual choices on the 2 stats and powers.

Thus Stats will replace with the better of the two stats. Powers on the other hand will be additive. You can add them onto what you already have.

Also Damage Reducers will be able to stack:
Toughness + Invuln = -3
Imperv + Toughness = 0 or -2
Imperv + Invuln = 0 or -4

Notice that you cant use Invuln + Invuln that is just Invuln and is only -2

Also each power can be outwitted seperately so if you have Imperv + Invuln, ouwitting Imperv still leaves you with Invuln (-2)

Again If you have Invuln + Invuln, they are the same and one outwit leaves you with no defensive power.

As of now, I dont think this is broken as there are plenty of counters:
Exploit Weakness
Outwit
Psy Blast
Incap
Pulse Wave
Blades
Mystic
Armor Piercing
Armor Wars
Super Strength + 2
Perplex + 4
RCE+3
CCE+3
Enhancement+4
SHIELD+4
as well as several Special Powers

And you still have to hit an aprop target or get hit by an approp target.

So lets give it a try.
