If I have a character based with 2 opponents and have lof...and 2 or more target arrows...can he target both as long as he is a flyer or both opponents are flyers???

Yes, that is what we have been told by our judge on numerous occasions. As long as you are a flier, or both targets are fliers, you should be able to attack both.
